c# - VS 2010 pdf shortcut in setup project -

i have setup project , add shortcut pdf file within user's programs menu. pdf file located within application folder , creating shortcut in user's program menu far doesn't seem work. know how solve problem?

we using visual studio 2010 , c#, winforms.
